In order to implement the three-year action plan of new breakthroughs in comprehensive revitalization and focus on projects to maintain a balance between economic development and farmland protection, the Municipal Bureau of Natural Resources held the 2023 Municipal Training Meeting of Land and Forestry Reports for Approval and Farmland Protection Policies on the morning of April 14. Some measures like promoting the city-county joint reports for approval of key projects were made at the meeting to further improve the guarantee ability of the system elements of natural resources in our city to provide good services for promoting the projects.

Promoting the city-county joint filing. The Municipal Bureau of Natural Resources implements the system of quality supervisors for making reports for approval. It carries out city-county joint filing to improve the quality of making reports for approval and shorten the approval time. It explores to establish the working mechanism for serving the grassroots level of “departments of the bureau providing support and small branch teams providing on-site assistance” by jointly reviewing the land use and providing full-process assistance for major projects. We go deep into the grassroots and enterprises to help them overcome difficulties and strengthen the guarantee of natural resource elements to achieve “being qualified upon filing”.

Opening a pre-inspection channel. The Municipal Bureau of Natural Resources improves service by further optimizing approval process. The pre-inspection working mechanism of making reports for approval for use of land in construction has been established to provide “green channel” service for the land use of major projects. The system supervision has been carried out with the help of the "One Map" of land spatial planning in our city. We also apply to the Provincial Department of Natural Resources for pre-inspection of the files of municipal key projects so that the problems in the files can be found out and solved as soon as possible to reduce the correction rate.

Establishing the mutual assistance working mechanism of joint review of projects. The Municipal Bureau of Natural Resources has built an exchange platform for vocational study. The professional training meetings are held irregularly. The dedicated working groups are sometimes established to assist counties and districts in completing key tasks. The collaboration and mutual assistance between counties and districts are strengthened to improve the professional skills of the city's natural resource system.
