Signing Ceremony Convened for Package Agreement on Huludao Section of Suizhong-Panjin Section Reconstruction and Expansion Project of Beijing-Harbin Expressway and Investment Agreement for Huludao Section of PPP Project of Lingyuan-Suizhong Expressway

A grand Signing Ceremony was convened at Huludao Hotel on July 18, 2022, celebrating the conclusion of the Package Agreement on Huludao Section of Suizhong (bordering Liaoning Province and Hebei Province) - Panjin Section Reconstruction and Expansion Project of Beijing-Harbin Expressway, and the Investment Agreement for Huludao Section of PPP Project of Lingyuan (bordering Inner Mongolia Autonomous Region and Liaoning Province) – Suizhong Section along Chifeng-Suizhong Expressway (G4515). Distinguished guests present at the event included: Yang Junsheng, Secretary of Huludao Municipal CPC Committee and Director of the Standing Committee of the Municipal People's Congress; He Zhiyong, Deputy Secretary of the Municipal CPC Committee and Mayor of Huludao Municipal Government; Feng Wanbin, Party Secretary and Director-General of the Department of Transportation of Liaoning Province; and Xu Daqing, Party Secretary and Chairman of the Transportation Construction Investment Group of Liaoning Province. Officials of Huludao Municipal Government, such as Zhou Zhanjie and Luo Kuiliang, also attended the ceremony.

In his speech, Yang Junsheng extended gratitude to the Provincial Department of Transportation and the Provincial Transportation Construction Investment Group for their great concern and support for Huludao's transportation sectors over the years. He mentioned that, as the two of the major transportation infrastructure construction projects in Liaoning Province during the 14^th Five-Year Plan period, the reconstruction and expansion project of Suizhong (bordering Liaoning Province and Hebei Province) - Panjin Section of Beijing-Harbin Expressway and the Lingyuan – Suizhong Expressway are closely linked with the city of Huludao. These two projects, which have further highlighted the city's location advantages, will effectively improve the city's transportation conditions, drive the city's port and industrial development, and play a fundamental supporting role in promoting the comprehensive revitalization and all-round revitalization of Huludao. Since the commencement of the projects, the Municipal CPC Committee and the Municipal Government have been conscientiously implementing the deployment requirements of the Provincial CPC Committee and the Provincial Government, attaching great importance to and strongly supporting the project construction, and making every effort to promote all the preliminary work to ensure the smooth implementation of the projects.

Yang Junsheng emphasized that, Huludao Municipal Government will take the Huludao Section of Suizhong (bordering Liaoning Province and Hebei Province) - Panjin Section Reconstruction and Expansion Project of Beijing-Harbin Expressway as the city's No. 1 project, earnestly fulfill the main responsibility of the local government, strengthen organization and coordination, strictly follow the clear objectives and tasks of the Provincial Transportation Construction Investment Group, and carry out relevant work according to laws and regulations, so as to create a good construction environment for the smooth start of the project as scheduled.

According to Feng Wanbin, Beijing-Harbin Expressway is not only the artery of Liaoning Province, but also the arterial highway leading to the other regions of the country. In addition, Lingyuan – Suizhong Expressway bears the expectation of people in the east of Inner Mongolia Autonomous Region. The implementation of these projects will open up a new access to the sea for the West of Liaoning Province and the East of Inner Mongolia Autonomous Region, which is of great significance for the local development. Under the leadership of the Provincial CPC Committee and the Provincial Government, the Provincial Transportation Department and the Provincial Transportation Construction Investment Group have been conducting efficient collaboration, which has greatly contributed to the smooth progressing of the preliminary work. In the next stage, all the related parties of the province and the municipality shall continue to strengthen communication and coordination, strengthen responsibility, press ahead with various tasks, and ensure that the project starts construction on schedule.
