Recently, National Academy of Economic Strategy, CASS, and China Social Science Press released “Major Achievement of Innovation Project of National Academy of Economic Strategy, CASS, of ‘Annual Report on China’s Urban Competitiveness: Mega-city and Super-city: Health Benchmark and Ideal Benchmark’” jointly in Beijing. The competitiveness of the business environment in 291 cities in China was analyzed in a study of the Report. Our city ranks 103rd and 8th in the Province. 

　　Our city has established a complete set of institutional framework to optimize the business environment, implemented a series of important measures to deepen the reform to “streamline administration and delegate power, improve regulation, and upgrade services”, issued the package practical measures to benefit enterprises, rectified a number of prominent problems in business environment, promoted the continuous improvement of the business environment, and promoted the steady improvement and progress of the economy and society of our city effectively since 2021 by aiming at the national first-class business environment of “convenient operation, good legal environment, strong cost competitiveness and pleasant living environment”, and focusing on transforming functions, improving efficiency, stimulating vitality and promoting development. 

　　The Municipal Party Committee and the Municipal Government have made plans for promotion and overall coordination, issued a series of system documents successively, and held various meetings to study and deploy relevant work since 2021 to cultivate “Sycamore Tree” of good-quality business environment to attract more merchants for investing. 903 administrative functions and powers have been cancelled, adjusted and delegated, and the undertaking of 773 administrative functions and powers delegated by the Provincial Government has been inspected. 

　　To build “Huludao Model” for real estate registration. The registration and license issuing business was first reduced from 30 working days to 3 working days in the Province, and the Province took the lead in realizing the whole process of real estate registration of mortgage online 

　　To implement “one window, one set of materials, one approval, and one license”. More than 270 comprehensive licenses for the pharmaceutical retailing have been issued. The approval model has been extended to 10 industries till now. 

　　To innovate the approval mode of “Commence at Land Acquisition”. Time limit for relevant approval of newly-built general industrial construction projects with social investment is shortened from 85 working days to 45 working days. Approval time limit of engineering construction projects has been reduced from 90 working days to 60 working days. 

　　To carry out the establishment of “Zero Proof” cities comprehensively. 387 categories of matters requiring certification were cleared, 952 items were handled, and 39000 cases of certificates were issued by means of “Zero Proof”. 

　　The Sixth National Congress of the Communist Party of China held in September 2021 drew a new blueprint and set new “Three Goals” including “building a national first-class business environment”, “Seven Breakthroughs” including “making new breakthroughs in business environment and building a charming Huludao”, and “Ten Major Tasks and Strategic Measures” including “optimizing the business environment, and unleashing new vitality in deepening reform”. 

　　Focusing on the implementation of the strategic objectives and measures put forward by the Sixth National Congress of the Communist Party of China, and taking the “Year of Improving Business Environment” as an opportunity, we will optimize the business environment comprehensively through reform and innovation, and build a national first-class business environment with “convenient operation, good legal environment, strong cost competitiveness and pleasant living environment” in 2022.
