Huludao Transportation Bureau is the municipal government department in charge of the city's transportation and traffic industry including highway, port and local railways etc. Since the establishment of the city, the broad mass of cadres and workers working in the city's transportation system, under the correct leadership of the municipal party committee and the municipal government and with the strong support of the provincial transport department, seize opportunities, deepen reform and work hard with the pioneering and enterprising spirit, bringing earth-shaking changes to the city's road traffic situation. Traffic construction has achieved a historic leap, basically able to adapt to the city's economic and social development and the people's production and living needs, giving better play to the role of pioneering traffic.
Highway infrastructure has developed by leaps and bounds with significant improvement of the overall service level. By the end of 2018, total length of highways in the city has reached 9330.9 kilometers. Among the highways, there are 4 national roads, 7 provincial roads and 318 county roads and 24 township roads. The density of highway is 91.95km / 100km2 by land area and 34.58km / 10,000 people by population. The crisscross and well-connected highway network can basically meet the needs of the city's economic development.
The port construction in Huludao city has begun to take shape. The city boasts coastline of 261 kilometers among which 89.6 kilometers are shoreline suitable for port, ranking second in the whole province. Construction of Huludao port started in 1910. The port was converted for civilian and military use in 1984. In 1999, the port won official approval of the State Council for opening up. In December 2010, the Ministry of Transport of PR.C approved opening of the port to foreign ships. In February 2014, the provincial government approved the implementation of the Coastal Port Layout Plan of Liaoning Province, and Huludao port was upgraded from a general port to a regional important port. According to the layout of "one port with four port areas", namely the "Liutiaogou port area, Suizhong port area, Xingcheng port area and Beigang port area", the port is equipped with 32 500-ton berths, among which 17 are cargo berths, 8 are fitting-out berths and 7 are passenger berths. Integrated design capacity of the entire port is 29.84 million tons/year. Annual designed passenger capacity is 500,000 passengers.
