Profile Introduction

Fan Bingji, male, of Han ethnicity, was born in December 1971. He holds a university degree, a Bachelor of Engineering, and is a member of the Communist Party of China. He currently serves as the Deputy Mayor of Huludao City Government, a member of the Party Leadership Group of the city government, and the Party Group Secretary and Director of the City Development and Reform Commission.

 Work Responsibilities

He is in charge of agriculture and rural affairs, rural revitalization, fisheries, water conservancy, veterans' affairs, commerce, foreign affairs, investment promotion, and cultural tourism. He is responsible for party building, integrity building, and business environment construction in his departments. He oversees environmental protection, production safety, petition and stability, and pandemic prevention and control in his sectors. His oversight extends to the Municipal Bureau of Agriculture and Rural Affairs, the Bureau of Rural Revitalization, the Water Resources Bureau, the Bureau of Veterans Affairs, and the Commerce Bureau (including the Foreign Affairs Office of the Municipal Government). He liaises with the Municipal Bureau of Culture, Tourism, Broadcasting and Television (including the Sports Bureau and the Cultural Relics Bureau), the Taiwan Affairs Office, the Overseas Chinese Federation, the Friendship Association, the Trade Promotion Association, the Industrial and Commercial Federation, the Huludao Customs, the Border Inspection Station, the Meteorological Bureau, the Huludao Hydrology Bureau, and the Chinese Academy of Agricultural Sciences' Fruit Research Institute. He also undertakes temporary tasks assigned by the Mayor.
