Luo Kuiliang, male, HanEthic Group, was born in DashiqiaoofLiaoning Province in December 1975.He participated inwork in July 1999, and joined the Communist Party of China（CPC） in November 1996 with a bachelor's degree in economics.

Responsible for ecological environment, housing and urban and rural construction, transportation, market supervision, administrative law enforcement, port development and integration, etc. Responsible for CPC Party Construction, construction of Party conduct and clean government, and business environment development to be conducted by the departments under his charge.Responsible for the work related to environmental protection, safety in production, handling of letters of complaint from the people and the calls they make to lodge complain, epidemic prevention and control in the area under his charge. In charge of Municipal Ecological Environment Bureau, Housing and Urban-Rural Construction Bureau (Civil Air Defense Office), Transportation Bureau (Port Office), Market Supervision Administration Bureau (Intellectual Property Office), Administrative Law Enforcement Center, Public Resource Trading Center and Housing Provident Fund Management Center. Contacting the Municipal Postal Administration, Huludao Branch of China Post Group Co., Ltd. and Huludao Maritime Safety Administration. Completing the temporary tasks assigned by the Mayor.
