(1) Formulate and organize the implementation of strategies, medium- and long-term plans and annual plans for the city's national economic and social development, coordinate the economic and social development of the whole city, study and analyze the city's internal and external economic situation, put forward the city's national economic development, optimize the major economic structure of the objectives and policies, put forward a comprehensive application of various economic means and policies, and submit the city's national economic and social development plan to the municipal people's congress according to the entrustment of municipal government. 

　　(2) Be responsible for monitoring the situation of macroeconomic and social development, and assume the responsibility of forecasting, early warning and information guidance, study the city's macroeconomic operation, total balance, economic security and overall industrial security and other important issues, put forward macroeconomic control policy recommendations, and study the major issues related to the city's economic operation. 

　　(3) Be responsible for summarizing and analyzing the financial and other aspects of the city, participate in the formulation of fiscal policies, financial development strategies, land policies and price policies, and comprehensively analyze the implementation effects of fiscal, financial, land and price policies, be responsible for the total amount control, structure optimization and monitoring of municipal full-caliber foreign debt, be responsible for the construction and comprehensive management of municipal social credit system, and promote the construction of social credit system. 

　　(4) Undertake the responsibility of guiding and promoting and comprehensively coordinating the reform of the municipal economic system. Study major issues concerning economic restructuring and opening up to the outside world, organize the formulation of comprehensive economic restructuring plans, coordinate relevant special economic restructuring plans, coordinate important special economic restructuring plans with relevant departments, and guide the work of pilot economic restructuring and pilot areas for reform. 

　　(5) Undertake the responsibility of planning major construction projects and the layout of the productive forces of the whole city. Formulate regulation objectives, policies and measures for the total scale and investment structure of fixed assets of the whole society, coordinate and balance the special planning which shall be invested by the municipal government and involved in major construction projects, arrange municipal financial construction funds, examine and approve major construction projects, major foreign investment projects, major overseas resource development projects and large amount of foreign exchange investment projects according to the limits of authority prescribed by the municipal government, guide and supervise the use of foreign loan construction funds, guide the direction of private investment, study and put forward the strategy, planning, total volume balance and structural optimization goals, policies and measures of utilizing foreign capital and overseas investment, organize the inspection of key engineering projects, and guide the development of municipal engineering consulting industry. 

　　(6) Promote strategic adjustment of the city's economic structure, organize and formulate municipal comprehensive industrial policies, be responsible for coordinating major issues concerning the development of the first, second and third industries of the city, linking and balancing relevant development plans and major policies, and linking and balancing national economic and social development plans and plans of the city, formulate strategies and major policies for the development of the city's service industry jointly with relevant departments, formulate strategies and plans for the development of the city's modern logistics industry, organize the formulation of strategic plans and major policies for the development of high-tech industries and the advancement of industrial technologies, promote the adjustment and industrial upgrading of municipal industrial economic structure, coordinate and solve the major problems in the promotion and application of municipal major technical equipment. 

　　(7) Formulate strategies, plans and policies for the development of the city's energy and transportation, and put forward suggestions for the reform of related systems, manage energy and transportation projects and programs according to relevant authority, and participate in energy and traffic operation regulation and emergency support. 

　　(8) Undertake the responsibility of organizing the formulation of the planning of the city's main functional areas, coordinating the implementation and monitoring and evaluation, organize and formulate strategies, plans and major policies for coordinated regional development and economic transformation of resource-exhausted cities, revitalization of old industrial bases and development of coastal economic belts, study and put forward urbanization development strategies and major policies of the city, and be responsible for the overall planning and coordination of economic cooperation in the whole city. 

　　(9) Study and analyze market conditions at home and abroad, inside and outside the province, and inside and outside the city, be responsible for the balance of the total volume of important commodities and macro-control, compile and supervise the total import and export of municipal major agricultural products, industrial products and raw materials, adjust the total import and export plan according to the economic operation, formulate and organize the implementation of strategic material reserve plan at the municipal level, and coordinate with relevant departments the reserves of grain, cotton, sugar, fertilizer and other important commodities in the city. 

　　(10) Be responsible for the policy connection between the city's social development and national economic development, organize the formulation of social development strategies, general plans and annual plans, participate in the formulation of policies for the development of population and family planning, science and technology, education, culture, public health and civil affairs, promote the development of social undertakings, study and put forward policies and suggestions on promoting employment, adjusting income distribution, and improving the coordinated development of social security and the economy, coordinate major issues and policies in the development and reform of social undertakings. 

　　(11) Promote the sustainable development strategy of the whole city, be responsible for the overall coordination of energy conservation and emission reduction of the whole city, organize and formulate municipal plans, policies and measures for the development of circular economy, energy and resources conservation and comprehensive utilization of the whole society, coordinate the implementation, participate in the compilation of municipal plans for ecological construction and environmental protection, coordinate ecological improvement, energy and resources conservation and comprehensive utilization, comprehensively coordinate the promotion of environmental protection industry and cleaner production, and organize and formulate municipal major strategies, plans and policies in climate change. 

　　(12) Draft normative documents concerning the municipal national economic and social development, economic restructuring and opening to the outside world, and guide, coordinate and manage the municipal tendering and bidding work in accordance with regulations. 

　　(13) Organize the compilation of plans and plans for the mobilization of the municipal national economy, study the relationship between the mobilization of the municipal national economy and the national economy and national defense construction, coordinate relevant major issues, and organize the implementation of the mobilization of the municipal national economy. 

　　(14) Study and formulate the development plans for the construction and development of national defense transportation and information mobilization, organize war readiness exercises for national defense transportation and information mobilization, participate in the inspection and acceptance of national defense requirements for transportation, posts and telecommunications, communications, roads, ports and other key projects, and organize and implement work related to traffic preparedness and information mobilization. 

　　(15) Undertake other tasks assigned by the municipal government.
