  (1) Carry out the guidelines, policies, plans and relevant laws and regulations of the party and the state on education reform and development, draw up plans for municipal education reform and development, draft and supervise the implementation of relevant education regulations of the municipal government. 

  (2) Be responsible for deepening the comprehensive reform in the field of education and the overall planning and coordinated management of various types of education at all levels of the city, guiding the educational and teaching reform of various schools at all levels of the city, taking charge of the management of city-owned schools, and taking charge of the statistics, analysis and release of basic education information of the city. 

  (3) Be responsible for the administration of teachers in the whole city, overall planning and guidance of the construction of talents in the education system, and the certification of teachers' qualifications at all levels. 

  (4) Be responsible for the management of education funds of the department, supervise the raising and use of education funds in the whole city, and participate in the formulation of policies on raising, managing and infrastructure investment of education funds. 

  (5) Be responsible for the balanced allocation of urban and rural compulsory education resources, the overall management of basic education textbooks, the guidance of the municipal work on preschool education, ordinary senior high school education, special education and higher education, the implementation of school standardization, the promotion of education equity, the improvement of the financial assistance system for students from poor families, and the financial aid for poor students at all levels. 

  (6) Be responsible for the normalization and standardization of the spoken and written language, guide the promotion of mandarin and the training of mandarin teachers. 

  (7) Manage and guide the work of minority education and ethnic unity education in the whole city. 

  (8) Guide the development and reform of municipal vocational education, be responsible for the overall planning, comprehensive coordination and macro-management of municipal vocational education, and formulate policies and teaching guidance documents for the development of vocational education and adult education. 

  (9) Be responsible for overall management of the city's high and secondary education enrollment examination work, and be responsible for the administration of school roll of various kinds of higher education and secondary vocational education in this municipality. 

  (10) Be responsible for the approval and administration of privately-run high school education institutions, and guide and supervise the work of municipal private education. 

  (11) Undertake the supervision and implementation of education in the whole city, carry out education assessment and monitoring, and undertake the daily work of the education supervision committee of the municipal government. 

  (12) Guide the ideological and political work, moral education, aesthetic education, physical health and art education, labor education, national defense education and school safety work in schools of various kinds at all levels in the city. 

  (13) Implement the guidelines, policies and relevant provisions of the central committee, Liaoning provincial party committee and Huludao municipal committee on education, and adhere to the correct direction of running schools. Guide the party building, spiritual civilization building, stability work, cadre education, united front work and mass organization work in schools at all levels and all kinds of schools in the city. 

  (14) Complete other tasks assigned by the leading group for education work of the municipal party committee, municipal government and municipal party committee. 

  (15) Division of responsibilities related to the municipal human resources and social security bureau, as well as the employment management of graduates from municipal universities. The employment guidance and service work before graduates leave the school shall be taken charge of by the municipal education bureau, and the employment guidance and service work after graduates leave the school shall be taken charge of by the municipal human resources and social security bureau. The employment policy for graduates shall be led by the municipal human resources and social security bureau and formulated jointly with relevant departments.
