(1) Formulate municipal plans and policies for innovation-driven development, scientific and technological development and the introduction of foreign intelligence, draft local laws and regulations, and organize the implementation. 

　　(2) Promote the construction of the municipal innovation system and the reform of the science and technology system comprehensively, and improve the incentive mechanism for technological innovation jointly with relevant departments. Guide the reform and development of scientific research institutions, promote the building of scientific and technological innovation capacity of enterprises, cultivate and develop scientific and technological enterprises, undertake work related to the integration of military and civilian development of science and technology, and promote the construction of municipal major scientific and technological decision-making and consultation system. 

　　(3) Lead the establishment of a unified municipal science and technology management platform and a mechanism for fund coordination, evaluation and supervision of scientific research projects. Put forward policies and measures to optimize allocation of scientific and technological resources together with relevant departments, promote the construction of diversified scientific and technological input system, coordinate and manage municipal financial scientific and technological plans (special projects, funds, etc.) and supervise their implementation. 

　　(4) Formulate and supervise the implementation of major scientific and technological innovation base construction plans, participate in the formulation of major scientific and technological infrastructure construction plans and supervise the implementation, take the lead in organizing the construction of various scientific and technological innovation platforms at the municipal level, promote the construction of scientific research conditions and the open sharing of scientific and technological resources, and undertake basic research related work. 

　　(5) Formulate plans for major municipal science and technology projects and supervise the implementation, coordinate the R&D and innovation of key generic technologies, frontier leading technologies, modern engineering technologies and disruptive technologies, and take the lead in organizing major technological breakthroughs and demonstration of the application of achievements. 

　　(6) Organize the formulation of plans, policies and measures for the development of new and high technologies, their industrialization and the promotion of science and technology in agriculture, rural areas and social development, organize the analysis of technology development needs in key areas, propose major tasks, and supervise their implementation. 

　　(7) Lead the construction of municipal technology transfer system, draft and supervise the implementation of relevant policies and measures for the transfer and transformation of scientific and technological achievements and the promotion of the combination of industry, education and research, and guide the development of science and technology service industry, technology market and science and technology intermediary organizations. 

　　(8) Coordinate the development of regional science and technology innovation system, guide the development of regional innovation, rational distribution of science and technology resources, and the building of collaborative innovation capacity, and promote the construction of science and technology parks. 

　　(9) Be responsible for the construction of science and technology supervision and evaluation system and related science and technology evaluation management, guide the reform of science and technology evaluation mechanism, and coordinate the construction of scientific research integrity. Promote the work related to innovation investigation and science and technology report, and guide the municipal science and technology confidentiality work. 

　　(10) Formulate plans, policies and measures for opening up cooperation in foreign exchanges and innovation capacity of science and technology, organize international cooperation in science and technology and exchange of scientific and technological personnel, and guide foreign scientific and technological cooperation and exchange of scientific and technological talents between relevant departments and counties (cities) and districts. 

　　(11) Be responsible for the introduction of foreign intelligence, draw up overall plans and plans for the introduction of foreign experts and organize their implementation, establish a mechanism for attracting foreign experts and teams and a service mechanism for contacting key foreign experts, formulate general plans, policies and annual plans for training abroad, supervise the implementation, and administrate the training work of going abroad on business.  

　　(12) Formulate plans and policies for the construction of scientific and technological personnel, establish and improve the evaluation and incentive mechanism for scientific and technological personnel, organize the implementation of scientific and technological personnel, and promote the construction of high-end scientific and technological innovation personnel, and undertake work related to science popularization, science communication and natural science foundation. 

　　(13) Undertake the daily work of municipal leading group for scientific and technological innovation. 

　　(14) Complete other tasks assigned by the municipal party committee and government. 

　　(15) Transformation of functions. Strengthen, optimize and transform the government's scientific and technological management and service functions, improve the system and organizational system for scientific and technological innovation, strengthen macro-management and overall coordination, reduce micromanagement and specific items subject to examination and approval, and strengthen ongoing and ex-post oversight and integrity building in scientific research by implementing the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through human resources and the strategy of innovation-driven development. Strengthen the scientific and technological support for the development of primary, secondary and tertiary industries, deepen and refine scientific and technological innovation in key industries and areas, promote the focus of scientific and technological innovation to economic development, strengthen the application of scientific and technological achievements and the transfer of advanced technologies, give full play to the enthusiasm and creativity of all types of innovators, and motivate scientists and technologists to engage in innovation and entrepreneurship.
