　　(4) Be responsible for putting forward opinions on the scale and direction of investment in industrial and information-based fixed assets (including the utilization of foreign capital and overseas investment) and the arrangement of funds for fiscal construction at the municipal level, and manage fixed assets investment projects in the state plan and annual plan scale according to the prescribed limits of authority.
