1. Execute the policies and guidelines of public security work, draft the relevant local laws and regulations, organize and implement the public security work of the whole city; 

　　2. Master the situation of the whole city that affects policy stability and endangers domestic security and social order, formulate relevant countermeasures, and be responsible for the organization and implementation; 

　　3. Prevent, stop and investigate illegal and criminal activities, deal with public security accidents and riots, manage assemblies, processions and demonstrations according to law, and manage special industries and dangerous goods; 

　　4. Maintain traffic safety and order, and deal with traffic accidents; 

　　5. Organize and implement fire control work, and implement fire control supervision; 

　　6. Be responsible for the security of party and state leaders and important foreign guests; 

　　7. Manage household affairs, nationality, entry and exit affairs, and affairs concerning residence and travel of foreigners in this municipality; 

　　8. Execute criminal punishments on criminals sentenced to public surveillance, criminal detention, deprivation of political rights and criminals who are executed outside prison, supervise and inspect criminals who have been given probation or parole, and manage detention houses, public security detention houses, compulsory drug rehabilitation houses, detention and education houses according to law; 

　　9. Be responsible for security supervision of public information network; 

　　10. Guide and supervise the public security work of state organs, public organizations, enterprises and institutions and key construction projects, and guide the public security work of public security committees and other mass organizations; 

　　11. Be responsible for the relevant work of detention and rehabilitation through labor according to law; 

　　12. Carry out science and technology work of public security, and take charge of the construction of public security information technology, criminal technology and action technology; 

　　13. Be responsible for police support work of public security equipment, clothing and funds of the directly managed department of the municipal bureau, and guide police support work of equipment and finance of the sub-county bureau of the public security bureau; 

　　14. Formulate and implement rules and regulations for the management of the municipal public security team, organize and implement the education and training of the global police as well as the publicity of the public security, manage cadres and ranks according to their authority, carry out the work of police inspector, investigate and punish the illegal and disciplinary cases of the municipal public security team; 

　　15. Lead the municipal public security fire control and security forces, and lead and command the armed police forces in carrying out public security tasks and related business construction; 

　　16. Undertake other tasks assigned by the municipal party committee, municipal government and public security department.
