(1) Carry out the national and provincial guidelines, policies, laws and regulations on civil affairs, formulate municipal development plans and related policies on civil affairs, draft relevant local normative documents and regulations of the municipal government, and organize their implementation, supervision and inspection. 

　　(2) Undertake the responsibility of registration, administration, supervision and inspection of social organizations, funds and social service organizations at the municipal level according to law, be responsible for the confirmation of charitable organizations under the municipal administration and the examination and approval of the qualifications for public fund-raising, and be responsible for the party building of social organizations at the municipal level without any competent units in charge of business. 

　　(3) Led to the city's social assistance (excluding medical assistance, similarly hereinafter) planning and policies, improve and perfect the urban and rural social assistance system, be responsible for the basic cost of living allowances of urban and rural dweller, the relief and support for the extremely poor and temporary relief work, guide the construction of the city's rural strands personnel to provide for relief organizations and management work, and be responsible for guiding the construction work of city's residents family economic condition check mechanism. 

　　(4) Formulate and guide the implementation of municipal policies on the construction of grassroots self-government and community construction in urban and rural areas, guide the construction of grassroots political power and community service system, put forward suggestions on strengthening and improving grassroots political power and democracy, and promote the construction of grassroots democratic politics. 

　　(5) Be responsible for the establishment, cancellation, adjustment, name change and boundary change of administrative areas above township (town) and subdistrict, as well as the review and approval of the relocation of government residence, be responsible for the demarcation and administration of administrative boundaries at the municipal level, organize and guide the county (city) area under administration of the boundaries of assignment and the management work, be responsible for the examination and approval of naming and renaming of important natural geographical entities in the city, standardize the establishment and management of place-name signs in the whole city, and be responsible for the examination and approval standard of place names of books and materials in the city. 

　　(6) Formulate the city's social welfare development planning, policy and standards and organize the implementation, organize and guide the welfare agency management and welfare lottery issuing work, promote the development of philanthropy, organize and guide the social donation work, guide the elderly, strands personnel, difficulties in rural left-behind children, orphans and children's rights and interests protection and special groups such as the disabled two subsidies work, guide the city's adoption, and be responsible for the foreign adoption registration. 

　　(7) Be responsible for promoting the reform of marriage customs and funeral, guide the construction and management of municipal cemeteries, assist vagrants and beggars without living standards, guide the registration of foreign-related marriages, and guide the management of institutions providing relief services for vagrants and beggars. 

　　(8) Formulate municipal social work development plans, policies and professional norms jointly with relevant departments, and promote the construction of municipal social work, social work talent team and relevant volunteer team. 

　　(9) Be responsible for work safety in civil affairs, and assist environmental protection departments in environmental protection of relevant industries. 

　　(10) Undertake other tasks assigned by the municipal party committee and government. 

　　(11) Transformation of functions. Municipal Civil Affairs Bureau shall strengthen the grassroots political power and community construction, strengthen the social organization registration management, supervision and inspection, promote the development of charity and philanthropy of the whole city, strengthen strands personnel rescue support, rural left-behind children love, protection, troubled children's security work, and give full play to the civil affairs department's role in the protection of the people's livelihood. 

　　(12) Division of responsibilities related to municipal health committee. The civil affairs bureau shall be responsible for overall promotion, supervision and guidance, supervision and management of elderly care services, drawing up and implementing plans, regulations, policies and standards for the construction of elderly care services, and undertaking welfare work for the elderly and assistance work for the elderly with special difficulties. The municipal health committee shall be responsible for formulating policies and measures to cope with the aging of the population and the combination of medical care and nursing, coordinating, supervising and guiding comprehensively, organizing and promoting the development of undertakings for the aged, and undertaking such health work as prevention and treatment of diseases, medical care for the aged, mental health and care services for the aged.
