(1) Undertake research on major issues concerning comprehensively governing the city in accordance with the law, coordinate with relevant parties to put forward suggestions on long-term planning for comprehensively governing the city in accordance with the law, and take charge of supervision of major decisions and arrangements. 

　　(2) Assume responsibility for overall planning and legislation. Coordinate with relevant departments in putting forward proposals on legislative plans and annual legislative work plans, be responsible for following up on the implementation of legislative work plans by various departments, strengthen organization, coordination, supervision and guidance, study and put forward opinions and measures on the connection between legislation and reform decision-making, and be responsible for soliciting local laws and regulations and formulating project suggestions for the society. 

　　(3) Be responsible for drafting or organizing the draft of important local regulations and municipal regulations, and be responsible for examining and submitting the draft of local regulations and municipal regulations. Be responsible for the coordination of legislation, the review of the legality of the regulations and normative documents issued by the municipal government and its offices, and the review of the legality of the relevant administrative acts, contracts and measures of the government. 

　　(4) Undertake interpretation of municipal government regulations and evaluation of relevant local laws and regulations, undertake and coordinate relevant disputes and issues in the implementation of laws, regulations and rules by the governments of counties (cities) and districts and municipal departments, undertake the cleaning and compilation of local laws and regulations organized and drafted by the municipal government, organize the translation, examine and approve the official foreign versions of relevant local laws and regulations, undertake the archival review of regulations and normative documents of various county (city) district governments and government departments, be responsible for filing regulations and normative documents of the municipal government with the standing committee of the provincial government and municipal people's congress, undertake the cleaning up of local laws and regulations, be responsible for soliciting comments and feedbacks on the draft local laws and regulations of Liaoning province, and study and put forward plans or opinions on the implementation of laws and regulations by the municipal government. 

　　(5) Assume responsibility for promoting the development of a law-based government in a coordinated manner. Guide and supervise the law-based administrative work of various departments of the municipal government and the governments of counties (cities) and districts, be responsible for the comprehensive coordination of administrative law enforcement, promote the reform of administrative law enforcement system related work, promote strict, standardized, fair and civilized law enforcement, undertake administrative reconsideration cases applied to the municipal government, be responsible for cases handling, guide and supervise municipal administrative review, administrative response to litigation, administrative mediation, administrative adjudication and administrative compensation. Study the implementation of laws, regulations and rules such as administrative reconsideration, administrative response to litigation and administrative compensation, as well as the universal problems in administrative enforcement, put forward suggestions to the municipal government on improving the system and solving problems, and formulate relevant supporting regulations, normative documents and replies. Carry out the supervision and evaluation of administration according to law and the construction of government under the rule of law by entrusting by the municipal government, be responsible for standardizing administrative law enforcement procedures, administrative law enforcement acts and administrative discretion, examine the qualifications of administrative law enforcement subjects and administrative law enforcement personnel of municipal departments, guide and supervise the administrative law enforcement work of various county (city) district governments and municipal departments.   

　　(6) Be responsible for overall planning of the rule of law society construction, develop the rule of law publicity and education in the city planning and implementation, organize and implement the work of popularizing law by the whole people, encourage people to participate in and promote the rule of law, guide the establishment and law-based governance of counties (cities), districts, departments and industries, guide the work of people's mediation and the selection and appointment of people's assessors and supervisors, and promote the construction of judicial offices. 

　　(7) Guide and supervise the work of community correction, placement, assistance and education in the whole city. 

　　(8) Be responsible for the administration of drug rehabilitation in the judicial administration system, guide and supervise the implementation of drug rehabilitation and the administration of drug rehabilitation centers. 

　　(9) Be responsible for the development of public legal service system, construct specific plans and organize their implementation, coordinate and distribute legal services in urban and rural areas and regions, guide and manage the construction of public legal service centers, guide and supervise the administration of lawyers, legal aid, judicial expertise, notarization, arbitration and grassroots legal services, and carry out foreign-related legal services in accordance with the unified arrangements of the state. 

　　(10) Be responsible for the national unified legal professional qualification examination of the whole city. 

　　(11) Be responsible for the legal advisory work of the municipal government, put forward opinions on major decisions made by the municipal government, examine the legality of major administrative decisions made by the municipal government, act as an agent for administrative litigation of the municipal government and relevant legal affairs with the municipal government as the civil subject, and be responsible for legal affairs consultation of the municipal government. Organize and carry out theoretical research and publicity on the construction of government under the rule of law, assist in the implementation of the law study system for leading cadres of the municipal government, and be responsible for the information synthesis and foreign exchange of the government's work on the rule of law. 

　　(12) Be responsible for the administration of guns, ammunition, clothing and police cars in the judicial administrative system of the whole city, and guide and supervise the financial, equipment, facilities, places and other security work of the judicial administrative system. 

　　(13) Be responsible for the construction of political organs in the municipal judicial administration system, plan, coordinate and guide the construction of legal talents, guide and supervise the construction of municipal judicial system, be responsible for the administration of police affairs and the supervision of police affairs in the municipal judicial administration system, and assist the leading cadres of each county (city) district administrative justice bureau. 

　　(14) Complete other tasks assigned by the municipal party committee and government.
