  (1) Carry out national, provincial fiscal and taxation policies, formulate municipal fiscal and taxation plans, policies and reform programs, organize implementation, analyze and forecast the economic situation, participate in the formulation of macroeconomic policies, put forward the use of fiscal and taxation policies to carry out macro-control and comprehensive balance of social financial resources, formulate distribution policies for cities and counties (cities) and enterprises, and improve fiscal and tax policies that encourage the development of public welfare undertakings. 

  (2) Draft fiscal, financial and accounting management systems and measures, study major fiscal and tax issues in the city's economy and society, and put forward suggestions on improving and perfecting government management and improving the efficiency of fiscal fund by centering on the central work of the municipal party committee and government. 

  (3) Be responsible for the management of financial revenues and expenditures at the municipal level, be responsible for the preparation and implementation of annual municipal budget draft, report to the municipal people's congress the annual financial budget of the city and the whole city and its implementation and report to the standing committee of the municipal people's congress on the implementation of final accounts and budgets according to the entrustment of the municipal government, organize the formulation of expenditure standards and quotas, be responsible for examining and approving the annual budget and final accounts of departments (units), improve the transfer payment system, and guide the financial management of counties (cities), districts and townships. 

  (4) Carry out national, provincial tax laws and administrative regulations and relevant policies, study and formulate tax policies concerned in the city management authority and organize their implementation, be responsible for the administration of non-tax government revenues, management administrative charges, government-managed funds and other non-tax revenues in accordance with the provisions, manage financial instruments, formulate municipal policies and measures for the supervision and administration of lottery, supervise and manage the lottery market and lottery funds according to the regulations. 

  (5) Organize the formulation of the municipal treasury administration and the centralized treasury receipt and payment system, guide and supervise the treasury business of the municipal treasury, and manage the treasury cash in accordance with regulations.

  (8) Be responsible for handling and supervising the municipal financial expenditure for economic development and the fiscal allocation of central and municipal government-funded investment projects, formulate related policies on financial management of municipal construction investment, be responsible for the fiscal management of policy-related subsidies and special reserve funds, organize and examine the preliminary (final) accounts and final accounts for the completion of fiscal investment projects, undertake the administration of state compensation expenses, be responsible for comprehensive rural reform, and be responsible for fund and project management of comprehensive agricultural development. 

  (9) Work out the financial management system of municipal social security funds (funds) together with relevant departments, examine and verify the draft budgets and final accounts of municipal and municipal social insurance funds, and work out the expenditure of municipal financial social security, employment, medical and health care and family planning together with relevant departments. 

  (10) Carry out policies and systems for the management of national and provincial government debt, manage the municipal government debt management system and measures, organize the implementation, manage the municipal government debt, manage loans (gifts) from foreign governments and international financial organizations in accordance with regulations, and participate in foreign-related debt negotiations. 

  (11) Formulate and implement municipal accounting management system, supervise and standardize accounting behaviors, manage and supervise accounting agency bookkeeping business, guide and manage social audit. 

  (12) Supervise and inspect the implementation of fiscal and taxation regulations and policies and the management of fiscal revenues and expenditures, reflect major problems in the management of fiscal revenues and expenditures, and put forward policies and suggestions for strengthening fiscal management.
