Human Resources and Social Security Bureau

  (1) Carry out the guidelines, policies, laws and regulations on human resources and social security of the state and the province, organize the drafting of normative documents on human resources and social security, organize the implementation, supervision and inspection, and draw up the development plan of municipal human resources and social security undertakings. 

  (2) Formulate and organize the implementation of municipal human resources market development plans and policies on human resources flow, guide the construction of municipal human resources market, and standardize the municipal human resources market. 

  (3) Be responsible for promoting employment. Formulate plans and policies for overall employment development in urban and rural areas, improve the public employment service system, formulate employment assistance policy, improve policies related to the vocational qualification system, coordinate efforts to establish a vocational training system for urban and rural workers, lead the formulation of employment policies for college graduates, coordinate and select graduates from institutions of higher learning to work at the grassroots level, formulate training and incentive policies for high-skilled talents and practical talents in rural areas, and formulate and implement regulations on employment administration for foreign personnel (excluding experts). 

  (4) Establish a social security system covering both urban and rural areas, formulate and implement social insurance policies and standards for urban and rural residents, organize and formulate unified transfer and continuation measures for social insurance relations in the whole city, formulate basic old-age insurance policies for government offices, enterprises and institutions, formulate measures for the administration and supervision of municipal social insurance and its supplementary insurance funds together with relevant departments, compile draft budgets and final accounts of municipal social insurance funds, Participate in the formulation of municipal social insurance fund investment and operation policies, undertake forecasting and early warning of employment, unemployment and social insurance funds and information guidance, draw up response plan, and keep stable employment situation and keep the social insurance fund in balance. 

  (5) Formulate policies on the distribution of salaries and incomes for employees of government agencies and public institutions jointly with relevant departments, improve the mechanisms for regular salary increases and payment guarantees for employees of government agencies, enterprises and public institutions, and formulate policies on welfare and retirement for employees of government agencies, enterprises and public institutions. 

  (6) Organize the reform of the personnel system in public institutions together with relevant departments, formulate policies on personnel management in public institutions, formulate policies on the management and continuing education of professional and technical personnel, take the lead in deepening the reform of the professional title system, improve the management methods for post-doctoral students, and take charge of the selection, training and introduction of high-level professional and technical personnel. 

  (7) Introduce the foreign policies and measures of intelligence and organize their implementation, be responsible for the management of the city's introduction of foreign intelligence, manage all kinds of foreign experts to work in our city comprehensively, be responsible for commendation and reward for foreign experts, manage the city on business abroad (boundary) training work, and be responsible for the organization to carry out the introduction of overseas research and development team. 

  (8) Work out placement policies and plans for demobilized military cadres together with relevant departments, be responsible for the education and training of demobilized military cadres, organize the formulation of policies for the relief and stabilization of demobilized military cadres in some enterprises, and be responsible for the management and services of demobilized military cadres who have independently chosen careers. 

  (9) Coordinate the implementation of the labor and personnel dispute mediation and arbitration system, formulate labor relations policies, improve related coordination mechanisms, supervise and implement the policy on eliminating the illegal use of child labor and special labor protection policies for women and underage workers, organize and implement labor supervision, coordinate labor rights protection work, investigate and handle major cases according to law, safeguard the legitimate rights and interests of migrant workers, coordinate and resolve key and difficult issues concerning migrant workers, and improve the complaint reporting system for human resources and social security. 

  (10) Be responsible for the comprehensive administration of civil servants in administrative organs, carry out national and provincial laws, regulations and policies concerning civil servants, organize the drafting of normative documents on the administration of civil servants in the city together with relevant departments, organize the implementation of administrative measures on staff and appointment of civil servants with reference to the law on civil servants and supervise and inspect the same, formulate the code of conduct, professional ethics and capacity-building policies for civil servants in the city jointly with relevant departments, formulate related personnel allocation policies and special personnel placement policies, improve the systems of recruitment, assessment, registration of training, appeal and complaint, and arbitration of personnel disputes for civil servants, formulate and implement the government reward system together with relevant departments, and be responsible for the registration and filing of civil servants within the scope of municipal civil servant information statistics and administration. 

  (11) Organize and implement the government performance appraisal work together with relevant departments, improve the methods and index system of government performance appraisal, and propose commendation programs. 

  (12) Undertake other tasks assigned by the municipal government.
