　　(2) Be responsible for the investigation, monitoring and evaluation of natural resources, implement the index system and statistical standards for natural resources survey, monitoring and evaluation, establish a unified and standardized natural resources survey, monitoring and evaluation system, carry out surveys of the natural resource base, surveys of changes, special investigations and monitoring, organize and carry out special investigations on geographical conditions, be responsible for the supervision, management and information release of natural resources survey, monitoring and evaluation results, and guide the investigation, monitoring and evaluation of natural resources at the county (city) level. 

　　(3) Be responsible for the unified confirmation and registration of natural resources, formulate systems and norms for confirming and registering the rights of all kinds of natural resources and real estate, surveying and mapping real estate, settling disputes and applying results, promote the development of a basic platform for managing registration information of natural resources and real estate, be responsible for collection, sorting, sharing and exchange of natural resources and real estate registration materials, and guide and supervise the confirmation and registration of natural resources and immovable property in counties (cities). 

　　(4) Be responsible for paid use of natural resource assets, implement the national natural resource assets statistical system owned by the whole people, be responsible for the accounting of natural resource assets owned by the whole people, compile the balance sheet of natural resources owned by the whole people, draw up assessment standards, implement policies on the allocation, transfer, lease, pricing and investment of natural resource assets owned by the whole people and land reserves, and allocate natural resource assets owned by the whole people rationally, supervise and manage funds for forestry and grassland in the whole city, and put forward suggestions on investment and fiscal fund arrangement within the budget for forestry and grassland, organize and implement ecological compensation for forestry and grassland, be responsible for the evaluation and management of the value of natural resources assets, and collect the proceeds of relevant assets according to law. 

　　(5) Be responsible for the rational development and utilization of natural resources, implement the plan for the development of natural resources, compile standards for the development and utilization of natural resources, organize the implementation, establish a pricing system for natural resources that will be made public by the government, organize and evaluate the pricing of natural resources by grading and grading, evaluate the utilization of natural resources, guide economical and intensive use, be responsible for natural resources market regulation, and organize and study policies and measures concerning macro-control, regional coordination and urban-rural integration in natural resource management. 

　　(6) Be responsible for establishing the space planning system and supervising its implementation, promote the implementation of the strategy for functional zones, organize the formulation and supervision of the implementation of land space plans and related special plans, as well as detailed urban planning and natural resources planning, coordinate other relevant special plans, assess the suitability of land and space development, establish a monitoring, evaluation and early warning system for the implementation of land and space planning, organize and guide the demarcation of the red line for ecological protection, permanent basic farmland, urban development boundary and other control lines, construct the layout of production, living and ecological space that saves resources and protects the environment, implement the control system for the use of land and space, study and formulate urban and rural planning policies, supervise the implementation, organize the formulation and implementation of annual plans for the utilization of land, ocean and other natural resources, and undertake the related work of land conversion, expropriation and requisition which shall be submitted to the State Council, the provincial government and the municipal government for approval. 

　　(7) Be responsible for overall planning and coordination of ecological and livable cities, study and formulate strategies for urban and rural development, establish support systems for ecologically livable cities, including urban service facilities planning, urban comprehensive transportation planning, comprehensive disaster prevention planning, and greenway recreation planning, implement the requirements of urban design, from the overall plane and three-dimensional space overall construction layout, shape the characteristics of the city, work out urban ecological restoration and urban repair plans, and make annual plans for urban quality improvement. 

　　(8) Be responsible for overall planning for ecological restoration of land and space, take the lead in organizing the compilation of ecological restoration plans for territorial space and the implementation of major ecological restoration projects, be responsible for comprehensive improvement of land space, land consolidation and reclamation, restoration and treatment of mine geological environment, forestry ecology, grassland ecology, wetland ecology, marine ecology, marine coastline and island restoration, take the lead in implementing a compensation system for ecological protection, formulate policies and measures for making rational use of social funds for ecological restoration, and propose major alternative projects. 

　　(9) Be responsible for organizing the implementation of the strictest cultivated land protection system, implement the policy on farmland protection strictly, be responsible for the protection of farmland quantity, quality and ecology, organize and implement the assessment of farmland protection responsibility targets and special protection of permanent basic farmland, implement a system for balancing the use and compensation of cultivated land, and supervise the implementation of a compensation system for the use of cultivated land. 

　　(10) Be responsible for related work of geological exploration, organize and implement geological survey and mineral resources exploration in the whole city, be responsible for the prevention and treatment of geological disasters, supervision and management of excessive exploitation of groundwater and land subsidence caused by geological problems, and be responsible for the supervision and management of paleontological fossils. 

　　(11) Be responsible for implementing the relevant requirements of the comprehensive plan for disaster prevention and reduction, organize the compilation of plans for geological disaster prevention and control, forest and grassland fire prevention and control, implement protection standards. Organize, guide, coordinate and supervise the investigation and evaluation of geological disasters and the survey, detailed investigation and elimination of hidden dangers. Guide the work of group survey and prevention, professional monitoring, prediction and early warning, and guide the work of geological disaster management. Undertake technical support for emergency rescue of geological disasters, guide the work of fire patrol, fire source management and fire prevention facilities construction, organize and guide the publicity and education, monitoring and early warning, supervision and inspection on fire prevention in the forests and grasslands of state-owned forest farms, and request the municipal emergency management bureau to deploy relevant prevention and control work in the name of the municipal emergency command organ when necessary. 

　　(12) Be responsible for the management of mineral resources, be responsible for mineral reserve and overburden mineral resources management, be responsible for mining rights management, undertake the regulation and related management of specific minerals and advantageous minerals in protective mining together with other relevant departments, supervise and guide the rational utilization and protection of mineral resources. 

　　(13) Organize, coordinate, guide and supervise the protection and restoration of forestry and grassland ecology, as well as afforestation and greening, carry out policies, regulations and standards on forestry, grassland and ecological protection and restoration, draft relevant local regulations, organize the dynamic monitoring and evaluation of forest, grassland, wetland, desert and terrestrial wildlife resources, organize the implementation of ecological protection and restoration projects for forestry and grassland, guide the cultivation of public welfare and commercial forests, guide and supervise the compulsory planting of trees by the whole people and the greening of urban and rural areas, guide the prevention and quarantine of pests in forestry and grassland, guide the capital construction and development of state-owned forest farms, be responsible for the formulation of medium- and long-term plans for trees and grass species in the whole city, and be responsible for forestry and grassland climate change related work. 

　　(14) Be responsible for the supervision and management of forest, grassland and wetland resources, organize and supervise the implementation of the municipal quota for forest cutting, be responsible for the management of forestland, draw up plans for the protection and utilization of forestland, organize the implementation, guide the management of public welfare forests, manage state-owned forest resources, be responsible for the prohibition of grazing, the balance of grass and livestock, the restoration and management of grassland ecology, supervise and manage the development and utilization of grasslands, be responsible for wetland ecological protection and restoration, draw up wetland protection plans and related standards, supervise and manage the development and utilization of wetlands. 

　　(15) Be responsible for the supervision and administration of terrestrial wildlife resources, organize the investigation of terrestrial wildlife resources, guide the rescue and breeding of terrestrial wildlife, the restoration and development of habitats and the monitoring of epidemic diseases, supervise and manage the hunting and collection, domestication, breeding, cultivation, management and utilization of terrestrial wildlife, supervise and manage the import and export of wildlife in accordance with the division of labor. 

　　(16) Be responsible for the supervision and administration of desertification control, organize the investigation of desert, organize the formulation of the construction plan of the desertification prevention and control, desertification prevention and control as well as the closure and protection areas of desertification land, implement relevant standards, supervise the development and utilization of desertification land, and organize the prediction and emergency treatment of sandstorm disasters. 

　　(17) Be responsible for promoting the reform of forestry and grassland, formulate and guide and supervise the implementation of reform opinions on collective forest right system, state-owned forest farm and grassland, formulate policies and measures for the development of rural forestry and the protection of the legitimate rights and interests of forestry operators in the whole city, guide and supervise the contracted operation of rural forest land, guide the appropriate scale operation of collective forestry, carry out conversion of farmland (animal husbandry) to forests and grasslands, be responsible for the protection of natural forests, formulate policies on optimal allocation of forestry and grassland resources and utilization of timber, organize and guide the supervision of forest product quality, and guide the related work of ecological poverty alleviation. 

　　(18) Organize the implementation of marine strategic planning, guide the development of marine economy, implement strategies for maritime development, supervise and implement plans and policies for the development of the marine economy and the comprehensive protection and utilization of coastal zones, and be responsible for monitoring and evaluation of marine economic operation. 

　　(19) Be responsible for the supervision and administration of marine development, utilization and protection, be responsible for the administration of sea area use and island protection and utilization, formulate plans for the protection and utilization of sea areas and islands and supervise their implementation, be responsible for the administration of uninhabited islands, sea areas and subsea topographic placenames, formulate measures for the protection and administration of islands for special purposes such as base points of territorial sea, and supervise the implementation, be responsible for ocean observation, prediction, early warning, monitoring and disaster reduction, and participate in emergency response to major marine disasters. 

　　(20) Be responsible for the management of surveying and mapping geographic information, the implementation of laws and regulations related to surveying and mapping geographic information, and the formulation of development plans and annual plans for surveying and mapping geographic information, the management of surveying and mapping geographic information industry, the surveying and mapping qualification and credit management, the supervision and management of geographic information security and market order, and the geographic information public service and map management. Organize and implement the establishment and protection of local survey marks, guide county (city) surveying and mapping geographic information work. 

　　(21) Promote scientific and technological development, education and foreign exchanges and cooperation in the field of natural resources, formulate and implement plans and programs for scientific and technological innovation and development and personnel training in the field of natural resources, organize and implement the building of major scientific and technological projects and capacity for innovation, promote the informatization of natural resources and public services for information materials, guide the construction of natural resources talent team in the city, perform foreign exchange and cooperation affairs, and cooperate with the maintenance of national maritime rights and interests. 

　　(22) Be responsible for the forestry public security work of the whole city, manage the forest public security team, guide the investigation and punishment of major forestry illegal cases of the whole city, be responsible for the relevant administrative law enforcement and supervision, and guide the work of closing down mountains and banning grazing. 

　　(23) Complete other tasks assigned by the municipal party committee and government. 

(24) Transformation of functions. Municipal natural resources bureau shall implement the central government's responsibility of unified exercise of ownership of natural resources assets by the whole people, exercise all functions of territorial space use control and ecological conservation and restoration uniformly, strengthen the overall design, give play to the role of national spatial planning controls, provide scientific guidance to protect and rationally develop and utilize natural resources, strengthen the protection and rational development and utilization of natural resources further, establish and improve a working mechanism that combines source protection with whole-process restoration and treatment, achieve overall protection, system restoration and comprehensive treatment, innovate institutional measures to encourage and constrain both, promote the economical and intensive use of natural resources, strengthen overall coordination in the supervision and management of forests, grasslands and wetlands, vigorously promote afforestation of land, ensure national ecological security, accelerate the establishment of a system of nature reserves with national parks as the main body, promote the consolidation and integration of all types of nature reserves uniformly, build a unified, standardized and efficient national park system with Chinese characteristics, streamline and delegate to lower-level governments items subject to administrative review and approval further, strengthen oversight, give full play to the decisive role of the market in resource allocation, give better play to the role of the government, strengthen the binding role of rules, standards and systems for the management of natural resources, and promote efficient and convenient registration and assessment of natural resources.
