(1) Implement and try out the national and provincial basic ecological environment protection system, formulate ecological and environmental policies and plans together with relevant departments, organize the implementation, draft relevant local laws and regulations and normative documents of the municipal government, and work out and supervise the implementation of ecological environmental plans and water function zoning for key regions, river basins, sea areas, sources of cited water, and other relevant departments. 

　　(2) Be responsible for overall coordination, supervision and management of ecological and environmental issues, participate in major workplace and large led by agreement, general environment pollution and ecological destruction accident investigation and handling of events, know to coordinate the local government emergency and early warning of ecological environment in emergency work, take the lead in guiding the implementation of the compensation system for ecological and environmental damage, coordinate to solve the cross-regional, cross river environmental pollution dispute, and coordinate efforts to protect the ecological environment in key regions, river basins and sea areas. 

　　(3) Be responsible for supervising and managing the implementation of emission reduction targets, organize and formulate total emission control systems for various types of land and marine pollutants and supervise their implementation, undertake work related to pollutant discharge permits, determine the capacity of air, water and ocean to absorb pollutants, supervise and inspect the completion of tasks of local polluters, and implement the target responsibility system for ecological and environmental protection. 

　　(4) Be responsible for putting forward suggestions on the arrangement of special funds for local governments in the field of ecological environment, cooperate with relevant departments in organizing, implementing and supervising the work, and participate in guiding and promoting the development of circular economy and ecological environmental protection industry. 

　　(5) Be responsible for the supervision and administration of the prevention and control of environmental pollution, supervise and implement the system for the prevention and control of air, water, sea, soil, noise, light, odor, solid waste, chemicals, motor vehicles and other pollution, supervise and manage the ecological and environmental protection of water sources with relevant departments, organize and guide the comprehensive improvement of the ecological environment in urban and rural areas, supervise and guide the control of pollution from non-point agricultural sources, and be responsible for tackling climate change. 

　　(6) Guide, coordinate and supervise ecological protection and restoration, organize the compilation of ecological protection plans, supervise the development and utilization of natural resources that have an impact on the ecological environment, the construction of important ecological environments and the restoration of ecological damage, organize the formulation of ecological environment supervision systems of various nature reserves and supervise the law enforcement, supervise the protection of wildlife and wetland ecological environment and the prevention and control of desertification, guide, coordinate and supervise the protection of rural ecological environment, supervise the environmental safety of biotechnology, take the lead in the work of biological species (including genetic resources), organize and coordinate the protection of biodiversity, and participate in the compensation work of ecological protection. 

　　(7) Be responsible for the supervision and administration of nuclear jade radiation safety, participate in the emergency treatment of nuclear accidents, take charge of the emergency treatment of radiation environmental accidents, supervise and manage the safety of nuclear facilities and radioactive sources, supervise and manage the prevention and control of pollution in the development and utilization of nuclear facilities, applications of nuclear technologies, electromagnetic radiation, and mineral resources associated with radioactivity, supervise and manage the control of nuclear materials and the design, manufacture, installation and non-destructive inspection of civil nuclear safety equipment. 

　　(8) Be responsible for the supervision and administration of access to ecological environment, put forward environmental protection opinions on major economic and technological policies, development plans and major economic development plans, examine and approve environmental impact assessment documents of major development and construction areas, plans and projects as required, and organize the implementation of the eco-environment access list 

　　(9) Be responsible for ecological environment monitoring, implement ecological environment monitoring system and norms, agree with relevant departments to plan the establishment of monitoring stations for ecological and environmental quality, organize the implementation of monitoring of ecological and environmental quality, monitoring of pollution sources, monitoring of greenhouse gas emission reduction and emergency monitoring, organize the investigation, evaluation, early warning and prediction of ecological environment quality, organize the construction and management of local ecological environment monitoring network and ecological environment information network, establish and implement a public announcement system on the quality of the ecological environment, and uniformly release comprehensive reports on the local ecological environment and information on major ecological environments. 

　　(10) Cooperate with the development of ecological and environmental protection inspectors, establish and improve the ecological and environmental protection supervision system, organize and coordinate the work of ecological and environmental protection supervision, and urge relevant departments in all regions to implement the decisions and arrangements of the central committee on ecological and environmental protection and the specific requirements of provincial party committees. 

　　(11) Take charge of ecological and environmental supervision and law enforcement, organize and carry out law enforcement inspection on ecological and environmental protection in the city, investigate and deal with ecological and environmental violations, and take part in investigating and dealing with trans-regional, trans-basin and ecological and environmental violations, and guide the construction and operation of the city's comprehensive law enforcement team for ecological and environmental protection. 

　　(12) Organize, guide and coordinate ecological environmental publicity and education, promote social organizations and the public to participate in ecological environmental protection, carry out scientific and technological work on the ecological environment, organize major scientific research on the ecological environment and demonstration of technological projects, promote the development of a management system for ecological and environmental technologies, and carry out international cooperation and exchanges on ecological environment. 

　　(13) Complete other tasks assigned by the municipal party committee and government. 

　　(14) Transformation of functions. The municipal ecological and environmental bureau shall exercise the functions of ecological and urban and rural pollution discharge supervision and administrative law enforcement uniformly, fulfill its supervisory responsibilities earnestly, implement the action plan for the prevention and control of air, water, soil and pollution fully, reduce the types and quantity of imported solid services substantially until the entry of foreign garbage is completely prohibited, build a government-led eco-environmental governance system with enterprises as the main body and the participation of social organizations and the public, implement a strict eco-environmental protection system, observe the bottom line of ecological protection contributions and environmental quality strictly, combat pollution prevention and control resolutely, ensure national ecological security, and build a beautiful China. 

　　(15) Division of responsibilities concerning sewage treatment. The municipal ecological environment bureau shall be responsible for organizing and guiding the planning, construction and operation supervision of rural sewage treatment facilities. The municipal housing and urban-rural development bureau shall be responsible for guiding the construction of sewage treatment supporting pipe networks, organizing and guiding the planning, construction and operation supervision of urban sewage treatment facilities.
