(1) Undertake the responsibility of guaranteeing the housing of low-income families in cities and towns, formulate and guide the implementation of relevant policies on housing security, formulate plans and policies on affordable housing, participate in the related arrangements of affordable housing funds, and compile housing security development plans and annual plans and supervise the implementation. 

　　(2) Undertake the responsibility of promoting reform of the housing system, formulate housing policies, guide housing construction and reform of the housing system, formulate housing construction plans for the whole city, organize the implementation, study and put forward policy suggestions on major issues concerning housing and urban and rural construction. 

　　(3) Establish a scientific and standardized system of engineering construction standard, organize and formulate municipal engineering construction technical standard and norm, organize and formulate the construction project economic evaluation method of feasibility study, economic parameters and construction investment estimation indicators, construction duration quota, construction professional norm, construction land index and the project cost management system, guide and supervise all kinds of engineering construction standard quota and the public service facilities (excluding communication facilities) work, the implementation of the construction standard and construction cost valuation organization issued the project cost information. 

　　(4) Standardize the order of the real estate market, the responsibility of supervision and management of the real estate market, formulate and implement real estate market supervision policies together with relevant departments, put forward the real estate industry development plan and industrial policy, formulate and organize the implementation of policies and measures on real estate development, housing transaction, housing leasing, housing area management, real estate appraisal and brokerage management, property management, housing expropriation and demolition (removal), guide and supervise the management of housing property rights. 

　　(5) Guide the construction activities in the city, standardize construction market, guide and supervise the construction market access and clearance, bidding and tendering of housing and municipal engineering projects, and project supervision, be responsible for the supervision and inspection of urban infrastructure construction projects, formulate and supervise the implementation of relevant policies on survey and design, project construction, project quality supervision and inspection, construction supervision, project cost and management of relevant social intermediary organizations, organize the formulation of policies and measures for the supervision and administration of bidding for housing and municipal works, supervise the implementation, and organize the supervision and administration of the bidding and tendering activities of related projects of municipal housing and municipal engineering. 

　　(6) Formulate policies, planning and implementation of urban planning, guide the construction of urban planning and supervise the implementation, guide the construction of municipal utilities, security and emergency management, guide the greening of urban planning, and be responsible for the protection, supervision and administration of famous historical and cultural cities (towns and villages) together with the competent departments of cultural relics. 

　　(7) Carry out relevant municipal public utilities policies, laws and regulations of the state and the province, formulate municipal public utilities policies, development plans and construction plans, organize, guide and supervise the implementation, and be responsible for the supervision and management of urban water supply and water use, urban gas, urban heat supply and urban sewage treatment. 

　　(8) Formulate and guide the implementation of policies on the construction of small towns and villages, guide the construction of towns and villages, the construction of rural housing and the renovation of safe and dilapidated houses, guide the improvement of the ecological environment for human settlements in small towns and villages, guide the construction inspection of towns and villages and the construction of key towns, and cooperate with relevant departments to promote the construction of characteristic towns and small towns. 

　　(9) Guide, supervise and inspect the seismic fortification of all kinds of houses and their ancillary facilities and the construction of municipal facilities in the city, and guide the development and utilization of urban underground space. 

　　(10) Undertake the responsibility of supervision over the quality and safety of construction projects, formulate and supervise the implementation of policies and measures concerning the quality of construction projects, the safety in production of construction projects and the record of completion acceptance, and organize or participate in the investigation and handling of major quality and safety accidents of construction projects. 

　　(11) Be responsible for promoting building energy efficiency, urban emissions, formulate technological development plans and technical policies for housing and urban and rural construction, organize key scientific and technological projects and achievement promotion, guide the introduction and innovation of major technologies, formulate policies and plans on building energy conservation together with relevant departments, organize the implementation, organize and implement major building energy conservation projects, and be responsible for the building wall materials innovation. 

　　(12) Be responsible for drafting policies and institutional measures for urban management officers' law enforcement, guide urban management officers' law enforcement work throughout the city, conduct supervision over urban management officers' law enforcement behavior, and organize the investigation and punishment of major cases in the field of housing and urban and rural construction. 

　　(13) Be responsible for the administration of municipal housing and urban and rural construction industry qualification and construction of scientific and technological personnel, be responsible for foreign economic and technological cooperation and foreign affairs in the housing and urban and rural construction sectors of the city, guide enterprises to exploit foreign construction market, develop international project contracting and labor cooperation, cooperate with relevant departments to attract investment, participate in major investment promotion activities, and be responsible for the follow-up and implementation of investment attraction projects and related guidance, coordination and service. 

　　(14) Draft and formulate normative documents on civil air defense, formulate and organize the implementation of plans and programs for the construction of civil air defense projects, work out plans and programs for civil air defense construction combined with those of cities together with relevant departments, supervise the implementation, be responsible for the planning, construction and management of urban underground protective spaces, develop and utilize civil air defense resources, be responsible for the management of funds, materials and state-owned assets for civil air defense, assist local party committees and military organs at the same level in inspecting and appointing leading cadres of civil air defense departments at the next lower level, and undertake relevant safeguard tasks entrusted by the municipal government in response to public emergencies. 

　　(15) Strengthen the construction of civil air defense command system, formulate and implement the city air defense plan, establish auxiliary decision system, strengthen the construction of population evacuation system, organize the implementation of publicity and education of people air defense work, inspect, supervise and guide mass organizations for air defense building, training and exercises work, guide and supervise the relevant departments and units to carry out the protection measures of important economic targets. 

　　(16) Formulate and organize the implementation of plans and programs for civil air defense warning and communications construction, and organize and coordinate the work of communications support, collect, study and summarize civil air defense information, provide information guarantee for the government in organizing and carrying out civil air defense work, organize and carry out scientific and technological research on civil air defense and the application and exchange of achievements. 

　　(17) Guide and supervise the work of production safety in the planning and construction of civil air defense projects, be responsible for guiding, supervising and inspecting the work of production safety and fire control safety in the transformation between peacetime and wartime, development and utilization, and operation and management of civil air defense projects, and organize civil air defense administrative law enforcement. 

　　(18) Complete other tasks assigned by the municipal party committee, municipal government and municipal national defense mobilization committee. 

　　(19) Transformation of functions. Strengthen the guidance, organization, coordination, supervision, inspection and assessment of the city's urban management, strengthen the responsibilities in building low-income housing, regulating the real estate market, and promoting the development of the construction industry further, and promote housing renovation in rundown urban areas, real estate destocking and modernization of the construction industry. 

　　(20) Division of responsibilities concerning water conservation and utilization. The municipal housing and urban-rural development bureau shall be responsible for guiding the conservation of water used by urban water collection, pipe networks for water transmission and users, and accept the supervision of water conservancy departments. The municipal water conservancy bureau shall be responsible for drawing up municipal water conservation policies, compile water conservation plans, formulate relevant water standards, and guide the work of water conservation in the whole city.
