(1) Carry out national and provincial water conservancy management laws, regulations and related policies, formulate municipal water conservancy policies, draft normative documents, organize the implementation, be responsible for ensuring the rational development and utilization of water resources, organize the formulation of medium and long-term plans and annual plans for municipal water resources development, and organize the formulation of municipal water resources comprehensive plans, important river basin comprehensive plans, flood control plans and other major water conservancy plans. 

　　(2) Be responsible for city life, production and business operation and configuration and security of ecological environmental water science, implement unified supervision and management of water resources, formulate long-term supply and demand of water resources in the city planning, water distribution plan, and supervise the implementation, organize the implementation of the investigation of water resources evaluation work, be responsible for water resources scheduling in important river basins and regions, organize the implementation of water licensing system, implement the system of paid use of water resources and water resources argumentation, the flood control evaluation system, release forecast and water resources in the city. 

　　(3) Be responsible for municipal water conservation work, draw up municipal planned water use and water conservation policies, compile water conservation plans, draw up relevant standards, guide and promote the construction of water-saving society. 

　　(4) Guide the protection of water resources. Organize the formulation and implementation of municipal water resources protection plans, guide the protection of drinking water sources, the development and utilization of groundwater and the management and protection of groundwater resources, organize and guide the comprehensive management of groundwater overdraft areas. 

　　(5) Be responsible for putting forward suggestions on investment plans of the central and provincial government for municipal water conservancy capital construction, organize the preparation and examination of proposals and feasibility reports of municipal water conservancy capital construction projects, supervise the implementation of national and provincial technical quality standards for water conservancy industry and regulations and norms for water conservancy projects. 

　　(6) Guide the management, protection and comprehensive utilization of water conservancy facilities, water areas and their shorelines. Organize and guide the construction of municipal water conservancy infrastructure network, guide the development and protection of important rivers and estuaries in the city, guide the ecological protection and restoration of river bank water, the management of river bank ecological discharge and water flow, and the connection of river bank water system, be responsible for sand mining management of river courses in the city, guide the management of municipal reservoir projects, organize and guide the supervision and management of river ecological safety. 

　　(7) Guide and supervise the construction and operation management of water conservancy projects. Guide the construction and operation management of controlled and inter-regional and inter-basin important water conservancy projects, organize to put forward and coordinate the implementation of relevant policies and measures, guide and supervise the safe operation of projects, and participate in the organization of the acceptance of projects. 

　　(8) Be responsible for municipal water and soil conservation. Formulate and supervise the implementation of municipal soil and water conservation plans, organize and implement comprehensive prevention and control of soil erosion and monitoring, guide the implementation of national and provincial key soil and water conservation construction projects, and be responsible for the supervision and management of soil and water conservation of construction projects. 

　　(9) Guide the work of rural water conservancy. Organize the construction and renovation of large and medium-sized irrigation and drainage projects, organize and carry out the construction and management of drinking water safety projects in rural areas, guide the related work of water-saving irrigation, guide the reform and innovation of rural water conservancy and the construction of socialized service system, and organize the development of rural hydropower resources, renovation of small hydropower and electrification of hydropower rural areas. 

　　(10) Carry out the guidelines, policies, laws and regulations of the State Council and the province on supporting the resettlement of large and medium-sized reservoirs in the later period, be responsible for the administration and supervision of municipal water conservancy and hydropower project migration, organize and guide the municipal water conservancy and hydropower project migration support in the later period, and be responsible for the management of the municipal reservoir migration funds, the examination and approval of migration planning projects, the supervision of the allocation and use of migration funds and the training of the municipal migrant cadres. 

　　(11) Undertake the supervision and administration of water conservancy funds and state-owned assets of the whole city, put forward suggestions on water conservancy prices and charges, and be responsible for putting forward suggestions on investment scale, direction and financial fund arrangement of water conservancy fixed assets and organizing their implementation. 

　　(12) Be responsible for coordinating and arbitrating inter-city water disputes, and guide water administration supervision and water administrative law enforcement, take charge of work safety in water conservancy industry according to law, organize and guide safety supervision of water conservancy projects such as reservoirs, hydroelectric dams and rural hydropower stations, guide the supervision and administration of municipal water conservancy construction market, and organize and implement the supervision of water conservancy project construction. 

　　(13) Develop water conservancy science and technology. Organize and carry out quality supervision of water conservancy industry, supervise and implement technical standards and regulations of water conservancy industry. 

　　(14) Be responsible for the implementation of the relevant requirements of the comprehensive disaster prevention and reduction plan, organize the compilation of the municipal flood prevention and control plan and guide its implementation, undertake water and drought monitoring and early warning work, organize the preparation of flood prevention and drought control and emergency water control plans for major river reservoirs and water projects in the city, submit approval of procedures and organize their implementation, undertake technical support for flood prevention and emergency rescue, be responsible for dispatching important water projects during typhoon defense, and request the municipal emergency management bureau to deploy relevant prevention and control work in the name of the municipal emergency command organization when necessary. 

　　(15) The municipal river chief system office shall be set up in the municipal water conservancy bureau and undertake the organization and implementation of the municipal river chief system, be responsible for the organization, coordination, dispatching, supervision, inspection and assessment of the overall implementation of the river chief system, and coordinate the municipal departments concerned in the development of the river chief system. 

　　(16) Complete other tasks assigned by the municipal party committee and government. 

　　(17) Transformation of functions. The municipal water conservancy bureau shall strengthen the comprehensive utilization, optimized allocation and conservation of water resources, give priority to saving water, shift from increasing supply to paying more attention to demand management, strictly control the total amount of water used and improve water efficiency, give priority to protection, strengthen the management and protection of water resources, water areas and water conservancy projects, and maintain the health and beauty of river banks. Take a holistic approach to ensuring rational demand for water and sustainable use of water resources, so as to ensure water security for economic and social development.
